François Côté was born in Verdun and studied sociology (B. Sc.) and industrial relations (M.A. – Education) at the Université de Montréal.  He studied law at the University of Ottawa and was admitted to the Barreau du Québec in 1976.

 
As assistant to Canada’s Labour Minister, he participated in the implementation of the Canada Labour Code.  He then practiced labour law and represented the labour movement and employers in the area of labour relations before judicial and administrative bodies.  He acts in an advisory capacity and helps negotiate and apply collective agreements.  Mr. Côté is a member of the Canadian Bar Association and the Canadian Association of Labour Lawyers.  He delivers presentations at professional forums.
